Right now we have "More rules" / "Less rules" when defining rules for plugin searches to add/remove rules.
Unfortunately this only applies to the last rule line. If I want to remove a specific rule I have to remove all succeeding rules first. Changing the order of rules is not possible (especially important for AND searches). Inserting rules in another place than the last line is also not possible.

So here is my suggestion:
Equip every rule row with a handle to the left, so a user can click that handle and use drag&drop to conveniently rearrange the order of this rule. Alternatively offer Ctrl+Up/Down as hotkey for the rearrangement of the current row.

Have a different background color for the currently active line for better visual distinction.

Offer a button "Remove rule". This button either removes the currently active rule OR removes a rule by dragging a rule to this button.

A button "New rule" adds a new rule at the end of the rulesets OR creates a new rule by dragging this button to a specific row within the ruleset, inserting the new rule at this position.

Or at least implement it in the same way as you already have in the Custom Columns dialog. While it's not exactly pretty, it works and maybe you could reuse some code.
