I think the issue presents starting from the version 9.0a. I didn't encounter the problem in previous versions.
Description:
Can't open any PDF file that associated with Acrobat Reader. Meaning, when I try to load PDF files from TC, nothing happens in spite of the fact that an Acrobat process starts and appears in the Windows Task Manager. After a few mins I get the fatal error: Acrobat failed to connect to a DDE server. I must say that when I do the same using Windows Explorer it launches without problems.
I'm using the last versions of Acrobat Reader (2015.023.20053) and TC 9.0a(32bit) and the most updated Win10 (64bit) - 1607 Build 14393.693.
Also, I launch TC in Admin mode.

Acrobat Reader uses a program part running (in normal non-admin mode) in the background for faster loading. This prevents opening of PDF files in it from programs running in Admin mode. You can either
- run TC in normal mode
or
- use a different PDF viewer like Foxit reader, works for me in admin mode,
or
- use a lister plugin like slister to view PDF files with F3.
