Keyboard shortcut of reactivate last used filter not working

Keyboard layout document:
CTRL+S -- Open Quick Filter dialog and activate filter (deactivate with ESC or CTRL+F10)
CTRL+SHIFT+S -- Open Quick Filter dialog and reactivate last-used filter

Configuration - Quick Search document:
Note: When using one of the quick search options with search dialog, a button will be shown which causes Total Commander to filter out all files which do NOT match the filter. This filter will remain active also after closing the quick search dialog, and can be removed by changing to a different directory, with the ESC key, or by refreshing the current directory with F2 or Ctrl+R. An active filter is signalled by a filter icon in the panel's status bar. You can open this search filter dialog and toggle the filter also with Ctrl+S. The last used filter can be reactivated with Ctrl+Shift+S.
But when i press Ctrl+Shift+S, seems not working :shock:
0. Is this a bug :?:
1. if not, how could i debug this to solve :?:
maybe remapping another keyboard shortcut, but what the command should i remapping :?:

Its not a bug and Ctrl-Shift-S works fine here.
Test it with a fresh ini-file.
Windows 11 Home x64 Version 23H2 (OS Build 22631.3374)
TC 11.03 x64 / x86
Everything 1.5.0.1371a (x64), Everything Toolbar 1.3.2, Listary Pro 6.3.0.69

I try delete the wincmd.ini file, nothing happen.
Maybe conflict with other keyboard shortcut...
Then i try other program with setting of keyboard shortcut Ctrl-shift-S, i can't input it, so the shortcut is being occupied(90% of confidence)...
It turns out i have to either find out which program occupying or remapping Ctrl-Shift-S command.
