Here's my experience regarding your claimed issue:
Open a $word.Document (in Microsoft 365).
Open an $image with FastStone Image Viewer: press
Ctrl+C
Being in the $word.Document: hit
Ctrl+V
result: an
$image (as a picture) is being inserted.
Open an $image with Imagine 1.3.9 (standalone): press
Ctrl+C
Being in $word.Document: hit
Ctrl+V
result: an
$image (as a picture) is being inserted.
View (F3) an $image with Imagine 1.3.9 as a plugin of TotalCommander 11.03rc1: press
Ctrl+C
Being in $word.Document: hit
Ctrl+V
result: an
$image path is being inserted.
View (F3) an $image with Imagine 1.3.9 as a plugin of TotalCommander 11.03rc1: press
Ctrl+C
Being in $word.Document:
use the "Paste > Menu" button, then choose
Paste options..", then opt for
"Bitmap" or
"Device Independent Bitmap"
result: an
$image (as a picture) is being inserted. (which is as you want it to be)
Please, note that in Lister (see Lister menu > Edit >
Copy as text Ctrl+C) the
Ctrl+C shortcut by default is literally dedicated to copying
a text.

to understand if there are any differences in what Imagine 1.3.8 and Imagine 1.3.9 (as the standalones or under the TC) are sending to the clipboard upon hitting Ctrl+C.
