So Clo's suggestion is alright: Just set the "Command" to cm_OpenDesktop and leave everything else empty:
As CWBillow prefers to use the physical folder instead of the virtual one he may dislike the limitations of virtual folders. Thus, if he want's to open the folder always in the active panel he has to use slightly different Parameters:
"C:\WinMgmnt\Files\Managers\Total Commander\TOTALCMD.EXE" /O /S /L="C:\Documents and Settings\CWBillow\Desktop"
which means to add a /S to let interpret TC the /L= as source and the /R= as target - and according to this use /L= instead of /R=.
But it is not easy to guess what CWBillow really wants - he could express himself more clearly IMHO.

You are right, reading carefully the thread again CWBillow does not claim anywhere that he prefers the physical folder. I only assumed it by reading it's post.
But maybe he will enlighten us what he really wanted to do.
