1.
The size of the transfer window can not change so you can see all the text on the long path and name.
2.
To change the menu bar at the bottom of the hot keys as I/You want.

To answer your question asked in your title: yes, it is possible to change it. Yet, the more importan question is whether the programme author will really do so.

I agree it would be nice if all dialog boxes were resizeable.

This has been requested many times before. But so far it has simply not happened. No idea whether it ever will.
On the one hand, I definitely would not mind if the function key bar at the bottom were user configurable. On the other hand, the button bar at the top which also allows to call sub button bars as dropdown menus permits us to implement any function, too, which we might assign to a configurable function key bar at the bottom.

Thanks for your reply. 
Question 2.
My idea was to Eg to replace Alt F4 Exit at the bottom right when it
is all too easy for (my clumsiness) to shut down the TC by mistake,
but there is just one example, the option that you write other good causes oxså.
