Not at the same time. That Windows issue caused the 0xC000009A error in TC and errors in eventvwr, both were related to (and fixed by changing) the mentioned regkeys.
The "incorrect function" error didn't appear until after restarting the server-service (but before the regkey-change), which was fixed by reinstalling TC. But cached connections could explain that
