Can other applications access the mounted USB device ?

Not directly, only in special cases:
1. The Nexus Media Importer can also access mounted USB devices.
2. Media players can play files from the plugin when you open them from within Total Commander: The plugin then runs a small local Web server which sends the file to the player as a stream.
3. Finally, you can tap on a file and choose "Download+Edit" or "Download+Run" to open it in other programs.
