please try the following
totalcmd.exe /i="%TEMP%\fresh.ini"
select a blank flash drive (FS FAT)
create a new file "Test1.txt" using SHIFT F4
write anything, save changes and close notepad
the file will not be displayed
create another file "Test2.txt" using SHIFT F4
write anything, save changes and close notepad
still nothing shows up
only after pressing CTRL-R will both files be displayed
Win 10 22H2 x64, TC 11.03 RC1, RC2 32/64
TC 11.02 works fine.

This is related to your other report: TC suspends reading from a drive which returns a read error to avoid hanging on inaccessible drives now. On an empty drive, FindFirstFile also returns an error (ERROR_FILE_NOT_FOUND instead of ERROR_NO_MORE_FILES), which was leading to the reading suspension. I will fix it.

There is no entry in history.txt for this fix.This should be fixed in RC3, please test it!
I could only reproduce the bug in TC 11.03rc2 with a fresh ini file, not with my working ini file. And if "Refresh when files are created, deleted and renamed" is enabled I could not reproduce the problem in TC 11.03rc2 with an otherwise fresh ini file either.
But I can confirm that in TC 11.03rc3 (and TC 11.02) I don't need to have "Refresh when files are created, deleted and renamed" enabled to see the file immediately after closing Notepad.
So confirmed changed in TC 11.03rc3

It's not documented because it's the same bug as the other bug report where the header doesn't get displayed.
