If user has added some encodings manually in addition to default e.g. using Lister's Encoding->Other (enter code page manually), in Alt+F9 Unpack files dialog the "Encoding of names:" combo box has a kind of separator between default and custom encodings which is an empty combobox item:

As screenshot shows, user is allowed to pick that empty item, and TC unpacks files after pressing OK in Unpack files. I suppose "Auto-detect" encoding is used in this case, but to make it more clear for user I suggest on picking that empty item to change its text to "Auto-detect".
