It's wrong design. It's ambiguous and misleading.
When I click checkbox for some option, I may suspect only warning that turning ON that option IS NOT SAFE. NO dialog for additional settings is expected here. Buttons are used for cases with additional settings.

So why should there be an OK and Cancel button if they both do the same thing?

There should be no additional dialog windows at all. Just checkbox and edit field directly in "Change directory menu" window, as simple thing as shown below (see the difference in red):

☑ Hide menu items starting with this character: [? ]

I agree with Usher, that is a much better user experience, I can't remember a program that pops up another gui after ticking a checkbox, a checkbox is to turn something on/off that's it, not add additional info such as now (which is superfluous here)

The edit box looks like a nice idea, the only problem will be the location depending on the font size.

Confirm works in TC10b10. When the translated string is shorter/longer, the edit box automatically moves to the left/right.
