cm_SwitchWatchDirs is marked regardless of WatchDirs entry

Make a button (or menu entry) with command cm_SwitchWatchDirs. After a TCmd start this button is ever "pressed" regardless of the WatchDirs entry in wincmd.ini.

Expected: It should be displayed initially as enabled only if WatchDirs contains 1.
