[TC 10 b8] %E deletes the left part if there are no dots in the name

Suppose the cursor is set on the Test folder.

wcmicons.dll,82
b7 will call a dialog with command line parameters 12 in the field.
b8 will delete ?1 and launch the console with output 2.
