"Help/About Total Commander/INI-Files" doesn't sho

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

"Help/About Total Commander/INI-Files" doesn't show the location of the new ini files: usercmd.ini and AlternateUserIni.

This will not be changed. Usercmd.ini is always in the same directory as wincmd.ini. And since we can have separate redirections of each section in wincmd.ini, I do not list them either.
