In my WINCMD.ini is set "CopyAllTimes=1" and works well in normal mode. In administrator mode does not work at all.
It's not bug 9.5 but all previous versions.

If you run TC as Administraor it may have its own config file.
Only if you just use enhanced rights for TC it has the same environment and config file.

I'm sorry, my English is very bad, i guess it was misunderstood.
1. Start TC as normal user, NOT as admin
2. Copy something for example to W:\WORK
3. Target (destination) file has correctly set all times
4. Copy something for example to C:\Program Files
5. TC says that access is denied and asks you if I want as administrator
6. After Windows UAC prompt for TCMADMIN.EXE (or TCMADM64.EXE) file is copied
7. Target (destination) file has correctly set modified date/time, but NOT creation date/time and last access date/time

Copying as administrator does not currently support CopyAllTimes=1. It just calls CopyfileEx within tcmadmin.exe, and CopyfileEx ony copies the last write time.
