When the caret moves from bottom to top of subbar, white circles are drawn:

NOT CONFIRMED.
Write more details:
Windows version and bitness
TC version an bitness
Windows theme (seems to be related)
How exactly you open subbar and move cursor.

64bit. Last versions.
Custom windows color theme.
Open by mouse, move - by mouse or keyboard - same effect :)

Menu with the same theme not affected, only subbar.

PS ... and no problem if "small icons" in the main bar properties is unchecked.

I cannot reproduce this.

I have tested with 32bit and 64 bit TC 10.00 beta 9 under Windows 7 sp1 with Aero theme, and under Windows 10 v. 20H2 (build 19042.964) with default Windows 10 theme.

Yes, 10b9 + 20H2 too, 19042.928. And also this effect disappeares if I change small icon size to >= 19.
Not important problem, let it be :)

I cannot reproduce it on Windows 10 1909 and 20H2. I tried in full hd and 4k at 200% and 250%.

You write that you are using a
Custom windows color theme.
Maybe that's the problem? The menu backgrouds are drawn by the Windows theme manager.
Which theme are you using, and how did you set it?

Now i can confirm bug with posted custom theme (what i suspect from the start) and settings described by OP.
TC 10.00 beta 9 x64 (only), Windows 10 Pro, 2004, (19041.329) x64.

Anyway, no problems in menus in TC and in other programms, so it is not windows bug.

It seems to be a bug of this specific theme: It seems to expect the system icon size for menus, so when you choose a smaller size, the space near the icon will not be redrawn. Currently I don't see any solution to fix this.

16 is standard size, isn't it?
TC draw NOT standard small icons if => 19 defined in setttings.

19 is the default size for bmp images in menus, but there are no 19x19 icons, so they would look blurry. Therefore I do not want to make them the default, sorry.

Well.
One more wish - is it possible to assign arbitary icon to emty operation place in bar? I want another delimeter, but I can't assign it if operation field is empty. I.e. i want field with icon, but not clickable.
