Configuration/options: disable "Tabs on multiple lines"

If you drag & drop a "folder tab" from the left panel to the right panel and that position on the right panel is still inside the width of all the "folder tabs" of the left side (virtually because they aren't visible, the scroll left/right symbol is shown), the "folder tab" is added to that position on the left panel instead of the right panel.

It's easier to understand if you test it:
Create a lot of "folder tabs" on the left panel with CTRL+T, if the width of all the "folder tabs" on the left panel is wider than the width of the left panel the scroll left/right icon appears but continue to make some more "folder tabs" on the left panel.
Now scroll back to the first "folder tab" on the left panel and drag & drop that "folder tab" to the first position on the right panel.
You will notice that that "folder tab" is added to the "folder tabs" on the left panel instead of the right panel.

Bug confirmed, TC 9.21a, Windows 7, both 32 and 64 bits.

I can confirm this (tested with 32bit and 64 bit TC under Windows 7 and 10) - Interesting bug :shock:

It is a pretty old bug - I also see it under TC 6.0 (first version with Folder Tabs)

This should be fixed in Total Commander 9.22 release candidate 1, please test it!
