Slow moving scrolbar problem (Only every first second)

It started suddenly, a few day's ago:

When I want to scrol up or down, using the (right-) scrolbar ( or the litle up or down-arrow), it move's verry slowly for every first seccond.
(Like a "slow start") After the "first seccond" it works normal.

But every time when you scroll again (left mouse button), the first
seccond, it move's slowly.

It is not a nice behavior.
(It don't apear in I.Explorer.) How can I get rid of this behavior ?

You probably have XP. Go to System Properties (Control Panel / System), "Advanced" tab, "Performance", "Settings" and under "Visual Effects", make sure you have "Smooth-scroll list boxes" unchecked.
