I had the following situation after re-installing Windows.
1. Before re-installing Windows, TC was installed in D:\totalcmd\ (non-system disk).

TC doesn't lookup the INI in his own folder on default, but (nowadays) in %AppData%\GHISLER
(c:\users\yourusername\AppData\Roaming\GHISLER\)
See the Help menu > "About Total Commander > INI files" to see where your INIs are located.
If you know how Windows works, you can change that yourself:
You need write access to that folder of TC for now and ever!
Close TC, move the two INIs to the TC folder.
Modify the WINCMD.ini and add the line 'UseIniInProgramDir=7' somewhere in [Configuration] section.
From now on, TC use this INIs in the TC folder.
