No thumbnails by Ctrl+q on a non-latin name folder with pictures

When I Ctrl+q on a folder with pictures, TC shows thumbnails. Unless folder name has non-latin symbols. It that case I get:

This page can’t be displayed
Make sure the web address is correct.
Look for the page with your search engine.
Refresh the page in a few minutes.
Check that all network cables are plugged in.
Verify that airplane mode is turned off.
Make sure your wireless switch is turned on.
See if you can connect to mobile broadband.
Restart your router.

How to make it work? I understand this is probably a Windows 10 issue, but maybe someone knows the answer?

P. S. This Google search is not helpful at all:

P. P. S. I had a problem seeing mojibake in my Russian TC main menu, I solved it with:

Depends on the Lister plugin you are using to show the thumbnails instead of the usual file count. My guess would be ieview?

If you can see thumbnails in the opposite panel with Ctrl+Q, you must be runing a plugin to enable that - most likely IEView or HTMLView - it is probably the plugin that is causing your problems. If you are using IEView (32bit TC only) then try using HTMLView instead - it is newer ( https://sites.google.com/site/htmlview/ ).

For my knowledge, since TC 8.0 it is done natively. But here are my plugins:

What is strange that it works with Latin name folders, and does not with others.

No, that is not true - just start TC with a clean ini file (or remove the IEView plugin), then you will see.

Try installing the wlx_htmlview_1.2.6.zip file from https://sites.google.com/site/htmlview/ - and then move the HTMLView plugin up before the IEView plugin in the list (use the up-arrow you see in the lower left corner of http://tinypic.com/r/308iovn/9 )

Not to be annoying, but can this plugin show a little bigger pictures? Both plugins show so small pictures...

Right click on an empty area in the panel and choose "View" -> "Large Icons" or "Extra large icons"

You must configure this in Explorer window.
Open folder with pictures in Explorer.
Set view to "Extra lagre icons" and go to View - Options - Change folders and search options - View tab - Folders View - Apply to folders

After some work (and using your wisdom) I was able to achieve it. For future: start with a folder not in library (Properties/Customize/Adjust this folder for: Pictures, check Also apply this template to all subfolders), adjust it, save (View/Options/View/Apply to folders). Now TC shows all picture folders with extra large icons, as I wanted. But Explorer does so only for folders not in a library Pictures. More tweaking with inheritance needed. I will continue.
