Does it not help if you run Total Commander as Administrator first?

C:\ is blocked for writing files, but you can create directories there. I don't recommend putting any files in C: directly.

Only programs running with full administrator privileges are able to write there. You could try using the free tool "process monitor" from www.sysinternals.com (now part of Microsoft) to find out what is writing there.
