if it is old wince 2.x based, you can download it from https://www.ghisler.com/wince2x.htm. (you need to know the target cpu usualy arm/xscale)
you can even go for the beta version http://www.totalcommander.ch/tcce/b3/cabs.html.
I was using it with an old ViaMichelin X-980T patched to boot on plain wince....

Great!

The stereo use wince 6.0.

Do yo use de .exe o the .cab file? Because, te cab file is inside of a winrar archive (of the first link).

Use the cab from here, from section "Total Commander for Windows CE":
http://www.totalcommander.ch/tcce/b3/cabs.html
You need to unpack the cab on Windows, e.g. with Total Commander or the Explorer. Then rename
1. the largest file to cecmd.exe
2. the one with ftp in the name to ftp.tfx
3. the one with registry in the name to registry.tfx
4. the one with lan in the name to LAN.tfx
5. the larger of the remaining files to cecmd.htm
and put them all on your device.
