TotalCmd can be run as a portable file manager and a program launcher.
Is it legal to create and distribute a free portable package using TotalCmd as a program launcher that includes all TotalCmd plugins and other useful and free portable programs?

The links relate to:-
1. Total Commander Addons Pack - from a Russian author featuring multilingual switching (including full Russification), options for toolbars, text, editors, viewers and kb shortcuts.
2. 'Total Commander Ultima Prime' (TCUP) that says of itself:
'...a collection of the software and customized settings sets gathered in one installation package for enhancing Total Commander (file manager) possibilities.'
- meaning an expansion of menus and addition of separate software packages in the installation download - that is half-a-gigbyte in size, 100x the TC download itself. TCUP uses the skeleton of Total Commander and can be made to alter its appearance considerably, to say nothing of its functionality, of course.
TC registration conditions obtain, as ever.

A little late to the party, but the original asker will have to consult TC's license terms. The license terms, not some forum comments here or some other websites there, dictate in what form and under which conditions it is permissible or not permissible to package TC with other software. (Unless the comment is from Mr. Ghisler himself giving permission, of course...)
Whether that other software is plug-ins or other "useful and free" software doesn't really matter to TC's license terms. According to TC's license terms, it matters whether any other software bundled with TC can be considered commercial or not (beware, free does not automatically always imply that software is not commercial ; free software is often non-commercial, but without knowing what exact software you have in your mind i cannot tell either way). Thus, the answer to your question depends to a large degree on the commercial nature of every single other software you want to package with TC.
There are other terms/conditions in the license regarding packaging / redistributing TC that might apply to your situation. To repeat my advice from the beginning of this comment, read the license terms.
If the license terms do not cover the intended packaging scenario, that package scenario would be considered as not permissible unless Mr. Ghisler himself (the rights holder) would provide explicit permission. Mr. Ghisler as rights holder is also in the position to grant explicit permission for cases specifically not permitted by the license terms on a case-by-case basis, if he likes to do so.
TC's help contains its license text (chapter "General information" --> "License").
(Also noteworthy: The license terms of TC's license only apply to the TC version they are coming with. Not that i am expecting Mr. Ghisler to change the license terms for future TC versions, but if you for instance want to repackage your bundle with a newer version of TC, it behooves to check the license terms of the new TC version for any possible term changes)

Yes, they apply to any type of distribution with Total Commander.
