Keyboard.txt file is missing

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

The Keyboard.txt file is missing in the distribution (in Install.cab).

Its in the language specific sub-dir for me.
Windows 11 Home x64 Version 23H2 (OS Build 22631.3374)

See files TCUNIN64.WUL and DESCRIPT.ION - there is a line KEYBOARD.TXT. No subdirectories.

It's not the full truth.
KEYBOARD.TXT is in "e" subdirectory (for English files), but currently files from that subdirectory are installed for English and other languages except of German which has separate "d" subdirectory containing TASTEN.TXT instead.

Although, you're right that the file gets referred to without path, the file still is in "e" subfolder, with "e" meaning English. During setup this file gets copied to %COMMANDER_PATH%, hence the uninstaller can find and remove it. Keyboard.txt never has been in any other folder inside install.cab, maybe excluding very early TC/WC versions (1.x was German only, so no need for Keyboard.txt).
