Logging on the fly doesn't work for me. AFAIK, it won't work also in private mode. That's why I have provided more or less persistent link to download current versions of OTN software. It's more useful – some people still need 32-bit versions, some people use Content Access…

For me German characters are displayed fine with ULister.
But I prefer HtmlView Plugin for displaying html pages.
Its much better for a lot of features inside of Html files.

I tested it HTMLView 1.1,it displays the encoding well, but some local files, for example, do not fit in the panel, you have to sontrol + scroll

I want a universal viewer

how do I set it up for German??
I have an English Windows 10 with German as Keyboard layout.
No special setup for Ulister or the Oracle files they just display German pages fine.
May be it depends on your system locale.

sorry for the oftop, why in htmlview 1.2.6 there are two scroll bars on some files in the panel?

Never had this.
Guess a problem with your drivers and not the plugin.
I'm not the Author but I guess HtmlView is using Windows functions to display.

Most likely the page you are watching has a frame with its own scroll bar - what happens if you make the lister window higher, does the outer scroll bar dissapear?

That doesn't help as it only shows what you see.

There is a "Total Commander — Википедия (2020-11-06 10_16_01).html" file in the rar archive...

HTML-View uses Windows' Internet Explorer version 7. If I open the "Total Commander — Википедия (2020-11-06 10_16_01).html" file in Internet Explorer 11 and press F12 to open the developer tool and then change the browser-compatibility setting from "Edge" to "7", then I also see two scroll bars in Internet Explorer - see: https://madsenworld.dk/tcmd/doublescrollbars1.png and https://madsenworld.dk/tcmd/doublescrollbars2.png

So it is not a Lister fault - not even an HTML-View error - just a shortcoming because HTML-View uses Windows' Internet Explorer 7.
