explorer<->everything except TC: OK
explorer<->TC: fail
TC->HFS(http file server): OK
TC->visual studio: OK
TC<->everything else: probably fail

Could it be that you started TC with full admin rights? In this case, drag&drop only works with other programs started with admin rights, e.g. all programs started from TC. Explorer is running before TC without admin rights, so drag&drop will not work to any Explorer windows.

my user account is one of administrators.
TC cannot D&D to programs started after TC, except HFS & VS, as i stated. so there are differences among programs started after TC running.

my user account is one of administrators.
That doesn't matter. Even an administrator doesn't have full rights on Windows Vista and 7. Only programs started with option "As administrator" have full rights. For security reasons, Windows doesn't allow drag&drop between applications with full rights and applications with normal rights.

miraculously, it works fine these two days.
i'm using XP and did not assign any programs any rights specially.
so probably it was just that my system was a little out of mind.

i reinstalled my XP without ShellToys and this problem does not occur.

This is an old post, but I'd like to bring it back up because I think it confuses two different issues -- drag-drop and context menu.

Drag-drop stopped working on my system after I upgraded Win7 to SP1. It worked before that. Context menus and alt-enter work, but not drag-drop. Drag-drop does not work on one other program as well, but does work on most. I've read it has something to do with the security token the software runs under, but it makes no difference whether I run as administrator or regular user.

Also, I just noticed that I CAN drag-drop with Windows Commander v5 (but not with Total Commander v7.5a)

You are probably running Total Commander with full admin rights. Programs with different rights cannot do drag&drop between each other. Please look in the properties of the shortcut (lnk) by which you start TC whether the option "As administrator" is checked. If yes, please uncheck it.

Check your system for viruses. There are some viruses that damage the explorer file and disable d@d and OLE operations.
We are not so S.M.A.R.T. as we imagine...

Don't know if this is related to the same, but:

In Win 8.1/7 , TC x64 doesn't allow to receive drag'n drop from Chrome (eg. images), but TC x86 indeed does.. Considering Chrome is a 32 bit app it isn't really a surprise.

Due to this, I have relied on TC 32 bit mainly, as it also allows to drag'n to/from x64 apps (Windows explorer).

Never had problem with all Windows versions, recently d&d stopped from TC to any other program, ie. Outlook (Windows 8.1 64bit and Office 2013 64 Bit).

As suggested by ghisler I've removed "run as administrator" and d&d resumed working.
Then I re-enabled it, adding and also OneDrive, and d&d continued to work.
Strange...
