transfer files from http index sites with TC (like FTP)

Hi.
Everyone of us has already come across http index sites - like for example this one:
http://www.ibiblio.org/pub/

The files listed on these index sites can be accessed via ftp, as in this case here, just by replacing http with ftp:
ftp://www.ibiblio.org/pub/

But some servers don't support ftp connections.
So the obvious question is: is there any way (incl. via plugin) to make TC connect to the http index?

PS: This plugin works for any web page and is not specifically designed for a file index site, so it works, but mixes the index files with the files of the webpage itself, which is of course a bit chaotic. Not the best solution.
