AFAIK it is not planned that the help texts which are located in TOTALCMD.CHM are switched with the program language. 2 solutions either a new installation (no deinstallation is required) with the english language selection or a manual copy of the english TOTALCMD.CHM from installation archive to program folder.

Maybe it would a good idea if it could be used the multilanguage feature of CHM helpfile out of the box during installation.

You can do the following:

1: Copy your current German totalcmd.chm file to TC's language directory and rename the file to wcmd_deu.chm.
2: Use TC to open the Total Commander installation file (for example tc80x64beta25.exe) by pressing Ctrl+PgDn on the file.
3: Press enter on the file install.cab to open it.
4: Go to the folder "e" and open it.
5: Copy the file totalcmd.chm to TC's program directory (overwriting the current German totalcmd.chm).

Now, if you those German language (wcmd_deu.lng) - then the German help will be used. If you choose English (or any other language file that does not have "_deu" before the extension period in the file name) then English help will be used.

OK, I'll have a look at that. But it looks rather strange that this is not automatically installed as soon as you don't only install your "one and only" language - i.e.: if you install only your own language, it might not necessary to be installed. But as soon as you choose to install more languages than only one, ALL .chm-files should be installed in a way that when switching program-language, the help-language is also being changed (without necessary user intervention)!

Can I assume that this problem is gonna be part of the "bugs and improvement list"?

No - I suggest you put it in the TC suggestions (English) section.
