We have a compressed file with a folder and files within the folder.
Click on and see its contents.
We select all and copy it to another panel.
Result: The folder created (empty) and the files in the root.

Did you check "Unpack path names if stored with files"?

It's in the unpack dialog: "copying" files from inside an archive or unpacking (Alt+F9) from outside the archive - both dialogs have this option.
