Pausing active copy and sending it to background

Hi,

I'm not sure if it's a bug or by design, but when I start copying the file and click "Pause", as expected whole process suspends, now I click "Background" to be able to work with TC and what happens is that paused process resumes (continues copying).
I feel like if I've paused and sent to background it should stay paused.
