How do I force explicit ssl?

I need someone to connect to my ftp and theyre using total commander. I've instructed them to connect with the encryption: Required explicit FTP over TLS

How do I instruct them to toggle this?

Actually, TC supports both implicit and explicit FTPS without needing further configuration. But you will need to install the OpenSSL DLLs.
