Why "Change settings files directly" always use no

Hello, maybe this question was already answered several times, but i didn't find it.

Why command "Change settings files directly" (cm_ConfigChangeIniFiles) always use notepad and not the editor defined in TC settings?

I would like to have it the second way, because I don't use notepad at all... almost.

Use Notepad Replacer and all programs will use your favorite editor.

The official reason for this is something along this line:
Notepad is the only text editor guaranteed to be present on all Windows machines. As a user you are free to misconfigure the editor defined inside T.C. e.g. by choosing a hex editor. If T.C. tried to use this hex editor for "Change settings files directly", this would not work. Always using Notepad to "Change settings files directly" makes sure it will work.
