In beta 11 (32 bit) I had such situation:
I edit a text file reached via sftp client...
at the end of this process ---- writing the file to the server failed
(due to incorrect unix permissions on the server)
In previous versions TC ask about saving local copy,
No we have no such possibility? Is it normal?
By the way -- am I right that we have no SCP or even SFTP client inside
(only FTP). So we have to use plugins for it?

No, this isn't available when you let TC handle automatic uploads. You can disable them in Configuration - Options - Viewer/Editor.

what about the second question

Unfortunately I could not reproduce the problem - keeping files IS supported by the new automatic re-upload function!
Here is what I tried:
1. Connect with SFTP plugin to a server
2. Changed attributes of a file from 644 to 444 (Files - Change attributes)
3. Start editing file with F4
4. Save file in editor
-> TC shows error that it couldn't save the file -> click OK
-> TC asks whether you want to keep the local file -> click Yes
Result: The file is not deleted. Maybe you couldn't find it because the location is different now? It's in subdir _tcx of your TEMP folder.
