i googled total commander images , i gave a look to an image of total commander prime , and for curiosity i browse the page http://tcup.pl/


i guess it's legit because the website it's on

about secure , i mean malware free

Whether or not it is secure (malware free), you will have to ask the people responsible for TC UP.

Whether or not it is legit:

Yes, I have been contacted by them. I have given my consent because there are people who prefer such an 'all in one' package instead of installing just the plugins they need (what I recommend). There are some not so legal (mostly Russian) package distributions, so I think that it's a good idea to give people a legal alternative if they really want such a distribution.

Of course the makers of TC UltimaPrime have to follow the rules to not include any cracked/stolen tools in the package, and remove programs where the author doesn't agree with the packaging.
