Maybe you are really running TC with different user rights than Adobe?
Try this:
1. Close all Adobe software
2. Press Ctrl+Shift+ESC, go to the Processes/Details page, and make sure all Adobe software is closed
3. Open the document FROM TOTAL COMMANDER. This ensures that the two are run under the same account settings.
4. Now try drag&drop again.
