What is 'TC->Show->custom' lower window for?

Bottom window is for selecting saved search templates. Template name says nothing about its search mask, path and other parameters so perhaps these templates just configured improperly.

Select files dialog allows using saved search templates from Find Files dialog, and it does work!

BTW where have you take dialog from first post screenshots? With such a short problem description it is quite hard to help you. What are you trying to achieve?
