When I enter Control Panel within Total Commander, some links are marked as dir, like the image above, and double-click the link, like Action Center, it opens an empty folder, not the Windows Action Center page, why?

Because Windows reports them as directories to the program requesting the Control Panel contents (TC in this case). You can try Explorer++ which will show you the same thing.
Here's a little "trick" to open these items: Use the context menu and select "Open". This will open a new Explorer window with the particular Control Panel item. But keep in mind that Explorer can't be run as administrator, so it will be a normal (non-elevated) instance.
