I just upgraded (?) from Windows 7 to Windows 10 Pro. On the new PC the TC window is just a naked white box with no borders or anything. On the old Win 7 it was an attractive, normal looking window. Is this a settable thing in TC or do I have to change something in Win 10?
This is my first foray into the wonderful world of Windows 10. Oh, joy!

You can't, it's a system-wide setting affecting all windows. Google for:
