No - on Windows 10 1809 and newer, the scrollbar is drawn by Windows itself. On older versions, it's drawn by TC, but not configurable.

Unfortunately it looks outdated in comparison with an os that has a good dark mode UI (ex:mac os). Some similar dual pannel file managers in macos with dark theme looks very nice. Windows os in still very inconsistent in it ui and has a terrible dark mode or light mode (not applied to all elements).

Double commander managed on win 10 to have a nice dark theme similar in consistency and polished look on par with mac os ones. It managed to do so after some pathing and some modifications (builds with dark mode QT5 are available) that looks much better in comparison with TC.
Maybe as a suggestion add more customization to the layout (like color of the lines that are drawn by your code, to everything that you have control and can be customize to achive more polished look , please consider adding )

Looking forward for version 10 where maybe dark mode will look much better.

I have to admit that the dark-mode is not really that great looking, and it could be improved a lot.

eg. take a look at onecommander.com theme.

TC has been my preferred program since ever, but I do wish it could look a little bit more up to date. Functionality wise it's perfect and I don't really miss anything.

I would also like to express my desire for an option to set a custom border color for the dark mode.
Deriving the border color from the text color makes for a jarring UI...

I've seen there is the "DarkListBorders" option, but that only removes the borders on the file list panels and not from the header/tabstops/tabs/etc. I would like to keep the borders but specify a more subtle color, closer to the background's color.

Here's how it actually looks for me right now:

On the lister side (view mode) it has that white border >>> https://prnt.sc/lA7zRLdAan7L <<< but I am okay as it is not directly to main TC view.
It had that issue on main view.. and with the help of Christian I managed to hide the uggly white border from main TC (the menu bar), by using another menu empty one!:

I don't know what to say... I just tried it in Incognito mode on 3 browsers (Edge, Chrome & Firefox) and it worked on all of them... 🤷‍♂️
