The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

But this option has a limits. Isn't it? 72 dpi and not less. Thus the values from 72 and till 79 are valid according to your rules!
And they should produce rather good picture. And as we see - it's not true right now.
Also strange but for some reasons another place was not marked on the screens:

And definitely there is a HUGE space for moving this element (editbox with seconds and the label 's') to the left.

Good point!
But on such an occasion, it would not be a sin to finally make the whole dialogue wider - so that in other places in particular and for strings with translations into native languages. For it is clear even from the examples shown that there is not enough space for translations in just this one piece of dialogue!

I will limit the width of the 's' field in code, it seems to be impossible via the dialog editor.

Not confirmed. I have set the DPI to 131 and the font to Microsoft Sans Serif, 8, and the elements on the "Plugins" page do not overlap.

What's your scaling factor in Windows 10 itself? You can see it by right clicking on the desktop, there is a menu items to adjust the settings (sorry, don't know the exact name in English).

when dpi <= 131,fixed in 10.50 rc2

in 10.50 rc2:
dpi change to 84 , plugins border nok, i dont care anymore,i set dpi=120
