1. Could you please whether the original problem was fixed?
04.05.23 Fixed: Internal commands cm_OpenNewTabOther and cm_OpenNewTabBgOther: The new tab opened in the other panel now gets the directory of the current tab of the active panel (32/64)

2. I will check whether I can support these commands while there are no tabs. They use functions from the tab right click menu, which cannot be opened when there are no tabs.

Yes, I can confirm that this is fixed in TC 11.00b2
