What does the "All" delete confirmation option do?

When I am moving files, occasionally a get a prompt about a file that has the SYSTEM or HIDDEN attribute.
The options I am presented with are Delete, All, Skip and Cancel.
What does "All" do?
Why isn't there an option to skip all of these files, or delete all of these files since I assume the "All" option is one of those two outcome?

There should always be 5 options:
Delete, Skip, Delete all, Skip All, Cancel

I think many other software developers could benefit from 'Cormy 1's request. Really!

Another good idea would be to always(!) have options to choose from before starting, like 'Always skip on error' ..etc.

When you move files from one drive or partition to another, the "All" option means "Delete all" - implicit in the question in the dialog: "Delete anyway".

I agree that a "Skip all" option would be appropriate to have.

The problem is not so much in the option, but in the length of the text for the buttons, especially after localizing.
