- Start the TC installer program.
- In the dialog where you can select the language, select a language and click the Next button.
- In the next dialog make a choice if other languages should be installed too and click the Next button.
- In the next dialog click the Back button.
This does not bring you back to the previous dialog, but the one before that.

This is intentional and will not be changed. The language chooser and the choice to install also all other languages are treated as a unity.
You will see something similar when choosing to change the ini location, going forward from there, and then going back.

Treating multiple dialogs with Back and Next buttons as a single unit may seem logical, but it conflicts with standard user expectations and common design practices. Currently, to change a choice in a previous dialog, users sometimes will be brought back two dialogs and they need to go one forward again, which is cumbersome and unintuitive. This design expects users to maintain a mental map of dialogs and sub-dialogs, rather than a simple linear succession of screens. This complexity can be avoided by ensuring each Back button press returns to the last visited screen, making the navigation more intuitive and user-friendly.
I had noticed that, and I think there too, the Back button should bring the user back to the immediately preceding screen. (And I think the dialog should be implemented differently as I suggested here). Whether you call something a bug or not is a matter of perspective. I think that's not really relevant or worth debating.

I have to say that I experienced this behaviour too, and found it perplexing and unlike TC's standard exactitude in performance.
I was induced to execute the installation again to assure myself that nothing exogenous had caused a fault.
A similar thing took place some years ago when TC was installed by a standard user, only to collapse in failure with no UAC prompt offered. A 'Gotcha!', for not being an admin. It has since been corrected.
Maybe this installation behaviour won't be changed right now, but perhaps some time in the future, for greater refinement and strictly consistent operation.
