yes, totally OK IMO.
Je crois que c'etait quite spassig.
This also would be a nice place for the rather rare users who only speak esperanto, binary or klingon...

Of course point 3 (Keep the focus) makes no sense, all topics which do not violate the other rules are allowed. Threads which clearly violate the rules (e.g. SPAM, Warez etc) can either be deleted or locked and the unallowed parts deleted.

Can you just insert plugin with language description? I recall robots do that kind of thing.
Alternatively, we can add new rule that profanity is allowed only on English.

I'm not so sure whether we really want that. If you build a new street, it will attract new traffic. So if I open an off-topic forum, it will attract a lot of new posts which I have to monitor as the forum owner...
