What language do you speak yourself? English and German help are included in the TC distribution kit by default.
My native language is German. English help is not included in my installation of TotalCommander.

It's voluntary, of course, but I would choose a letter (L or H) instead of a digit.
Typically Alt-(letter) is used to open the menues. So the default letters are changing using other languages. Digit is fine for me.

True, but the English help is included in the installer. Open the installer in Total Commander (Ctrl+PgDn) and navigate to INSTALL.CAB\e. There you will find the English version of TOTALCMD.CHM which you can run or unpack.
It's also possible to download the help separately:

The solution as a whole or in part of the switches? Do not abuse overquoting. Quote only what you need to avoid misunderstanding.
