I have seen approaches where links are displayed between pages pointing to related settings.
Like Windows' Control Panel - it has a lot of cross-links - usually out in the let side of the pages.

Not quite. The information architecture of the control panel is so fucked up that it's hard to make a comparison.
The links in control panel are a wild mix. They are in many cases subcategories, links to old dialogs or task-oriented. They never renewed their IA they just added stuff.

In case of TC I would try links that are part of the content area and are phrased in a very tangible way.
