Like Windows' Control Panel - it has a lot of cross-links - usually out in the let side of the pages.I have seen approaches where links are displayed between pages pointing to related settings.

Not quite. The information architecture of the control panel is so fucked up that it's hard to make a comparison.Like Windows' Control Panel - it has a lot of cross-links - usually out in the let side of the pages.
The links in control panel are a wild mix. They are in many cases subcategories, links to old dialogs or task-oriented. They never renewed their IA they just added stuff.
In case of TC I would try links that are part of the content area and are phrased in a very tangible way.
