view[F3] and compare can't discern TXT file format

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

the compare window can't discern the txt file is UTF-8 or UNCODE!
and the view window can't so.

i test it:
view opera's config file[.ini]
it's UTF-8 format,have error char.

my system: xp sp2 chinese sample

F3 can detect UTF-8 and UTF-16 if it has the correct byte order marker (BOM) at the beginning. Otherwise you will have to choose the encoding yourself from the menu or with keys 1..7.

Compare by content currently only supports Ansi and UTF-16 with BOM.
