unicode in ext2

I create a file named ...\tc\plugins\wfx\ex2fs\ex2fs.ini. In it there is just: utf8=true. And it doesnt work as needed, still having unreadable signs in files names. What is wrong?

The file ex2fs.ini should contain the following:

utf8=true

Make sure to save it as plain text, not UTF-8. The ini file must have the same name as the plugin, just the extension must be .ini instead of .wfx .
