I think it is not a bug - but it is there
1. make a limitation on "brief view" so it can show only "whole" columns horizontally (explanation: lets say 3 whole columns per lister and NOT 3 columns and a little bit from 4th one - I hope you can understand what I mean - for this I'm using value of 317 with screen 1920x1080 and fixed font size 8.)
2. make sure there is exactly as many files as needed to fill whole lister WITHOUT mkaing horizontal scroll bar (explanation: all lines are occupied till the right lower corner. On my computer it takes 182 files + ... symbol)
3. if you are in "brief view" and all conditions are met swich to "full view"
4. switch back to "brief view" ---- a horizontal scroll bar appears - but it shouldn't be there (setup from 1. and 2.)
5. to get rid of it you have to go one folder up and come back
as I said I don't think it's a bug but maybe a good exercise

This is a misfeature of Windows. It can happen when the order in which the list is filled and the width of the columns is set is reversed.
