Difference between unarchiving with TC and Windows Explorer

When I try to run the setup.exe of a rarred LAN driver using TC, I get the error from the screenshot below.. However, when I do that using Windows Explorer, setup.exe starts and installation proceeds as intended. Why is that happening whenever I use TC? Do I need some sort of plugin?

Try Alt-Enter on setup.exe, Unpack all and execute.
